Behavioral Health Quality Improvement
Behavioral Health Quality Improvement monitors services that are provided throughout Humboldt County’s Mental Health Plan—including contracted providers—to ensure that state contracts and state and federal regulations are met. We develop data-driven decisions and processes to continually monitor the quality of care that our consumers receive. We do this through regular audits, producing annual quality improvement goals and reports, as well as collaborating with providers, consumers, and family and community members to inform performance improvement projects. We also develop training and other resources to support programs. Additionally, we maintain knowledge of current federal and state rules and regulations that guide daily operations.

This handbook walks you through how to obtain Medi-Cal specialty mental health services through your county mental health plan, explains your benefits and how to receive care. It will also answer many of your questions.
Review the handbook to learn more about:
- How to access specialty mental health services
- What benefits you have access to
- What to do if you have a question or problem
- Your rights and responsibilities as a Medi-Cal beneficiary.
This handbook and other written materials are available electronically at humboldtgov.org/BehavioralHealth or in printed form from the mental health plan, free of charge. Call your mental health plan if you would like a printed copy. Requests are to be processed within five business days.
Use this handbook as an addition to the information you received when you enrolled in Medi-Cal.

Behavioral Health collaborates with Partnership HealthPlan of California (PHC) to provide the best quality of care in substance use disorder services for our community. However, should you have a complaint, grievance or appeal we believe it is critical for you to understand your rights in the client problem resolution process. Managed Care Plan (MCP) Collaboration
Our collaboration with Partnership HealthPlan of California ensures that members receive integrated, person-centered care. By aligning behavioral health and physical health services through a formal Memorandum of Understanding (MOU), we help reduce gaps in care, improve health outcomes and support access to medically necessary services, including health-related social supports. This partnership is designed to make navigating care easier for members who need services from both systems.
The Humboldt County Behavioral Health Plan partners with Partnership HealthPlan of California through an MOU to coordinate services for:
- Drug Medi-Cal Organized Delivery System (DMC-ODS)
- Mental Health Plan (MHP)
This collaboration ensures members receive medically necessary services, including health-related social services, when accessing care from both the county Behavioral Health Plan and the Managed Care Plan (MCP).

The MOU between Humboldt County Behavioral Health Plan and Partnership HealthPlan of California outlines coordination of substance use disorder treatment services and related supports for members served by both plans.
