Financing 

The County of Humboldt Economic Development team supports access to business financing through the Headwaters Fund loan programs. This funding is delivered in partnership with regional lending organizations. These programs are designed to help fill financing gaps for business start-ups, expansions, retention efforts, and eligible development projects that support local economic growth.

Headwaters Fund loans are primarily facilitated through partner organizations, including the Redwood Region Economic Development Commission (RREDC) and North Edge. These partners are responsible for underwriting and loan administration. The County plays a coordinating role by helping businesses understand available options, assess readiness, and connect with the appropriate lender.

In addition to financing referrals, the Economic Development team helps align loan discussions with broader project needs. We help with site selection, permitting coordination, and workforce considerations. By serving central point of contact, our team can help streamline communication and support well-positioned, finance-ready projects.
