Emergency Operations Plan (EOP)
The Humboldt County Emergency Operations Plan (EOP) provides a framework for the Humboldt Operational Area agencies to respond to any emergency requiring multiagency participation and/or activation of the County Emergency Operations Center (EOC). All hazard-specific and topic-specific contingency plans complement and build on the EOP.

Local Hazard Mitigation Plan
It is impossible to predict exactly when and where all disasters will occur or the extent to which they will impact an area, but with careful planning and collaboration among public agencies, stakeholders and citizens, it is possible to minimize losses.
Jurisdictions with FEMA-approved and formally adopted mitigation plans are eligible to apply for funding under FEMA’s hazard mitigation assistance programs, including Hazard Mitigation Grant Program, Pre-Disaster Mitigation and Flood Mitigation Assistance grant programs.
The Humboldt County Operational Area Hazard Mitigation Plan was approved by the California Governor’s Office of Emergency Services (Cal OES) on in December 2025 and it has been submitted to the Federal Emergency Management Agency (FEMA) for approval. FEMA approved the mitigation plan on December 19, 2025. The next resubmission date is December 9, 2030.
