Purpose
The State Secretary for Environmental Protection designated the Hazardous Materials Program of the Humboldt County Division of Environmental Health as the Certified Unified Program Agency (CUPA). The CUPA is charged with the responsibility of conducting compliance inspections of over 800 facilities in Humboldt County. These facilities handle hazardous materials, generate or treat a hazardous waste and/or operate underground storage tanks.
The CUPA uses education and enforcement to minimize the risk of chemical exposure to human health and the environment. The CUPA forwards important facility information to local fire prevention agencies that enables them to take appropriate protective action in the event of an emergency at regulated facilities.

b. Hazardous Materials Inventory Statements (HMIS) - California Accidental Release Program (CalARP)
- Underground Storage Tanks
- Aboveground Petroleum Storage Act
- Hazardous Waste Generation and Onsite Treatment
Attention CERS is Now Available
Starting January 1, 2013 all CUPA-regulated businesses are required by law (Assembly Bill 2286) to submit business information electronically through the California Environmental Reporting System (CERS).
CERS has already been populated with your existing facility information and is available to you through the CERS Business Portal. For directions on how to access your facility information please refer to our CERS Information website. For additional assistance, please contact the CERS Help Center.
