This CalHome-sponsored program provides subsidized loans for Owner-Occupied Rehabilitations to homeowners to make essential repairs to their homes. Loans are available for low-income households in the unincorporated areas of the County. Stick-built and manufactured homes may be eligible. We call these "OOR Loans". Please call our Administrative Analyst to put your name on the OOR waiting list. NOTE: COUNTY EMPLOYEES ARE NOT ELIGIBLE for this program. 

WHAT ARE OWNER-OCCUPIED REHAB LOANS?

Low-interest, deferred payment loans for low-income homeowners to repair health & safety issues, incipient failures, such as a leaking roof, and major household systems, like heating. Accessibility improvements and energy efficiency improvements may also be included, but may not be the primary project. 

 

WHO QUALIFIES:

  • If you earn no more than 80% of the Humboldt County median income adjusted for household size. Income limits are listed below and are adjusted by HUD each year. 
  • The home is your primary residence (no rentals).
  • You maintain property insurance, and your property taxes are paid for the prior year.
  • Your home is in an unincorporated area of the County of Humboldt (not inside city limits).

WHAT REPAIRS ARE COVERED?

  • Health & Safety issues.
  • Code violations.
  • Repair or replacement of major household systems that are failing.
  • Energy-saving improvements.
  • Accessibility improvements.
  • Earthquake, flood, or fire damage. 

Upgrades, remodels, and luxury items are not allowed. 

An Inspector will determine which health, safety, or code violations exist.


WHAT ARE THE DETAILS?

  • Interest is fixed at 3% simple interest (no interest on the interest)
  • The loans are deferred for 30 years, which means no payments are required as long as the borrower remains in the residence, property taxes are paid, and insurance is maintained.
  • Loans are secured by a deed of trust.
  • There are no prepayment penalties.
  • The value of the home after rehabilitation may not exceed 100% of the current median sales price.
  • Total debt against the property, including our loan, may not exceed 105% of the after-rehabilitation value of the home.
  • The property must be maintained in a decent, safe, and sanitary manner.

**Manufactured homes not on a permanent foundation have different terms**

  • 0% interest
  • 20 year term - 20 year deferment
  • Loan forgiveness of 10% annually from years 11-20 with continuous residency (at 20 years, the loan is $0)
